Ukrainian drones struck Russia’s Syzran oil refinery in the samara region, sparking a massive fire and killing two people with several injured; the strike is the second at the plant in just over a month and part of Kyiv’s broader effort to degrade Moscow’s oil infrastructure. The refinery processes up to 8.5 million tons annually, and the broader outages across central Russia have brought roughly 83 million tons of capacity offline—about a quarter of Russia’s total refining output.
