It calls for an immediate halt to military operations and a U.S. naval blockade withdrawal within 30 days of the final agreement, and for Iran to ensure safe, no‑charge passage for commercial vessels for 60 days while engaging with Oman on Strait of Hormuz administration. A roughly $300 billion reconstruction plan would be developed, and sanctions—UN, IAEA, and unilateral U.S.—would be terminated on an agreed schedule. Iran pledges not to develop nuclear weapons, with stockpiled enriched material down-blended under IAEA supervision; during the interim period the status quo on Iran’s nuclear program would be maintained. The agreement also envisions oil-export waivers, release of frozen funds, and an executive mechanism to monitor implementation, with negotiations continuing on other provisions and the final package to be endorsed by a binding UNSC resolution.
